Because, unless your hunger is rather veracious, they know you're going to split it with at least one other person. A $7 plate doesn't seem as financially detrimental when split two or five ways. To a lesser extent, if you enter a restaurant chances are you're hungry.
When hungry, people tend to grow impatient. Impatient people in a state of hunger are less than optimally rational. They'll plunk down an extra $10-15 for mozz sticks if it means they can satisfy or temper their immediate hunger urge.
Further, restaurants are a meeting ground of special occasions... friends, first dates, business meetings, etc... everyone is hungry to some extent, and no one wants to appear the cheap bastard who won't throw in $3 for jalapeno poppers.
I'm not sure I've seen appetizer prices higher than entree prices on the same menu, but I have seen them get almost equal in cost (especially the combo or sampler ones). I think this happens for a couple of reasons: 1. The patron will always order an entree.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
