Why are some Compact Flash cards non-bootable in a computer, and how can you tell which them apart?

Some CF cards can be used like a traditional hard disk: install an operating system on the card and select the card as the boot source. Restart the computer and it runs silently from the card and for much longer on battery power. But some cards simply will not allow them to be used this way.

Two Kingston cards I have are bootable. Hopefully someone can shed light on this, or point to a page that lists bootable compatibility.
