The number is 888-225-5773. It's Puget Sound Energy customer service. When I call, I get the message 'this number can not be called from your dialing area'.

I bet you're calling from a number outside Washington area... I don't have experience with PSE directly but encountered something similar. My bet is you're calling from a cell phone registered in other states, say, 212 from New York, 503 from Oregon, 650 from California, etc. You need to call from a local phone number: area code 206 or 425. Many local-in-nature 800 numbers only work if you're calling from the local area (I suppose it's cheaper for the owner). Puget Sound Energy strikes me to be likely to be one of those.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
