Why did WFFT FOX Fort Wayne air the Indianapolis Colts game rather than the Bears game?

Fort Wayne is a “peripheral” market of the Indianapolis Colts, meaning that the Colts are a “must carry” in Fort Wayne. So if the Colts are playing on FOX, WFFT is legally required to televise that game.
