Cats react to scent. If they find comfort on a soft surface or they recognize their own scent in a given area where they feel safe, they will choose that area in times of vulnerability, as when they're taking time to hack one up. Hard surfaces do not hold scent well.
I think cats prefer carpet over hard surfaces for the most part, regardless of the activity, especially if that hard surface is cold and difficult on which to get any traction. As a result, they are more likely to hack up a hairball on carpet, as that is where they are spending most of their time. That being said, I had a cat who would invariably cough up hairballs wherever she happened to be, including our hardwood floors.
Sometimes I think it is because they are evil. My cat invariably coughs up hairballs on the carpet within a few inches of an easier to clean surface such as tile. I could swear I heard her snickering at me the last few times I cleaned up her mess.
The probability is probably just higher because cats are on carpets more. I've never had a cat that liked hard surfaces.

I do think they prefer to have all their feet on a solid surface, which is usually the ground or in a home, the floor.
