Why does 'god' intervene so Texas high school teams can win football games, but fails to intervene when?

Under normal conditions, no. Texas high schools use NCAA rules in football. There are no ties in NCAA football rules.

Teams play until one wins. No basketball rules at any level allow for ties.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
