Why does my referral tracker read that there are no hub views, when the tracker links to a hub?

It means that your ads have not been shown as a result of cookies from the tracker. You will get 9-12 percent of the total ad impressions. If your ad is not shown, it won't count the number.

If your ads will be shown in any hub, then it will only show up.
