Why is the Civil Rights Movement necessary to fulfill the American promise of the Preamble to the Constitution?

That all men are created equal" in the preamble of the constitution was true for most Americans, but not so for Black citizens. The civil rights movement of the 60's was the process of attempting to bring TRUE EQUALITY to all races to make that constitutional statement true.
