Why is there inconsistency between the WFPC2 Instrument Handbook and the Phase 1 Proposal Instructions regarding overhead times?

The Phase 1 instructions should be used in the generation of Phase 1 proposals. They reflect past experience of average overhead times. The Handbook explains some of the causes of the overheads but does not necessarily include all possible overheads.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
