Will all future implementations based on the OpenJDK source code require the Assembly exception?

The Assembly exception serves two purposes. It allows us to ship code that includes binary plugs for encumbered components. It also allows us to create a combined work that includes components licensed under the Classpath exception and other open source licenses that are not compatible with GPL.
