Will google latitude locate a cell phone location if it does not have latitude installed, after latitude obtains the owners consent?

The wording on your question is a little confusion to me, but I think your answer is thusly: Latitude must be installed on any cell phone that will be 'locatable' via the latitude service. If you are in a friend network of someone that has latitude then you can locate them via the Google maps app on a cell phone or on the computer, but in order for the location of that phone to be shown it has to have the latitude program installed on it. So this means you can't just register your phone to your latitude account and have it locate you, Latitude must be installed.

This prevents you from using Latitude on any "non app phone" that can't run the Latitude app.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
