Don't do it- the GT 520 would be a downgrade, not an upgrade. Your Radeon HD 4670 was replaced in ATI/AMD's product line by the Radeon HD 5570. The major difference is the 5570 supports DX11 and draws less power than the 4670.
But the 5570 is actually slightly slower than the 4670 in most games. But the GeForce GT 520 is a weaker card then either... it's just a newer version of the GT 220 with DX11 support added. It's slower than your Radeon HD 4670!

The manufacturer's official published 400 watt requirement is inflated way above what those cards really use. Buy either of those cards online from Newegg, pop it in yourself- eliminate the cost of the Corsair psu and Best Buy's installation fee! But if you've already got the bigger power supply installed, here are even better options.
Rather than paying Best Buy to install your power supply, why not buy pizza for a techy neighbor? It's probably cheaper...
If you have the processor to handle it then I would get the best GeForce card that you can afford.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
