Well, there is a couple of ways to answer this question. First the simple answer. No, you cannot tether your iPhone to your iPad.At the moment AT&T will not let you do this.
I don't know if they are going to do this in the future, which is too bad. The iPhone does have tethering capabilities as other phone companies in other countries are allowing tethering on the iPhone. But as of right now AT&T is now allowing this.
Now for the not so easy answer. You can tether your iphone, IF you decide to jail breaking it. What this means is that you will be overriding the existing software that is in the iPhone now.
There is some good to this as there is an app called MYWI, that can create your iPhone to become a mobile hotspot so that your iPad can now be tethered to your iPhone. Below is a video to show you. This does come with a catch.
Whenever Apple does an upgrade in the iPhone OS you are not going to be able to upgrade because the jail break software that you have is for the current operating system that is on the iPhone. Also, if you ever need to bring your iPhone into Apple to get it fixed or looked at and it is under warranty, Apple may not honor your warranty because you have decided to jail break your phone. Jail breaking your iPhone does have its advantages and disadvantages.
Personally, if you don't need the tethering that bad, don't jail break your iPhone. But, that is just my opinion. Hope this helps.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
