First of all I would recommend against using Can You Run It because they're almost always wrong. They're right in this case but that tool has some major problems when it comes to identifying a graphics card as good or bad. They think a Geforce 9400 is better than an 8800 because it has a higher number and that's not how it works.
Anyway, your PC would be decent for StarCraft II if you installed a new graphics card. Intel chipsets are very basic video solutions and are not designed to run games. You won't even need a very expensive card for SC2.
You can only upgrade the graphics card if you have a desktop instead of a laptop (except in rare cases). There are two things you need to find out about your PC. First of all, do you have a PCI-e 16x slot?
This may be a bit technical for someone with limited knowledge about PCs but they're slots on your motherboard that can support a graphics card. Open your case and look at the labels.
What you need to know is the amount of watts coming out of that thing and if possible you should figure out the amperage on the +12V. Usually wattage is enough info for mid-range cards if the power supply doesn't suck too bad. You currently don't have good video hardware so it's possible the PC came with a cheap power supply that can't support gaming hardware and you may have to upgrade that as well.
If you have a buddy with a gamer pass you can play the game for two weeks. That's the best way to test the game on your system. I have heard about people running SC2 on Intel chipsets but if you're gonna spend your money on a game it would be wise to make sure you can run it.
