You have a mess! The only hope I can see is a total re-installation of you operating system using the restore partition on the hard drive. Google "factory restore" for your particular make and model instructions.

This will wipe all the data and set your machine back to the day you bought it. After you have successful reinstalled, do all the updates including Windows and a good virus scan like Avast (free). Before transferring your files off the external hard drive, I would scan that drive for viruses with Avast.

Use your dell cd re-install it again. THIS TIME REFORMAT THE C DRIVE BEFORE THE INSTALL BEGINS. This will clear all the folders, retest the drive and record andy bad blocks.
