I'd use a third-party thermal paste if I were you on that CPU. Make sure you get all of the original paste off of the heat sink before putting the new paste on, and apply it directly to the CPU. Finally, see if you can afford to get a new CPU fan as well--this'll help the processor stay cooler.

Generally the cpu heatsinks come with paste on them. But if you want better cooling sure, whack some AS5 on there. Did you get a power supply?

Hard drives? Or are you upgrading a current machine. You should be okay.. I would think about a new power supply tho.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
