I doubt psu is a problem for no display I am not saying it isn't enough , you sure need atleast 400 Watts of PSU for 5670 HD (i have 5750 HD on iBall 400 Watts PSU) , but dat's for under full load on both CPU and graphic card for system to just start up , you don't require dat much power try using some live cd (like ubuntu) see if dat works , if it works then it is driver issue.
Buy a branded 500w psu like seasonic,corsair,antec,cooler master this should fix your problem and also check whether the graphics card is installed properly or not, to check that, if you are using xp in "run" type devmgmt.
