It's all relative Depends on how much rain you want. And there won't be any nuclear waste or acid involved. It's a simple heat equation-- each kilo of meteorite hitting the water will be moving at a speed of 5 to 50 Kilometers per second. In energy that's 12.5 to 1250 megajoules per kilo.
Now it takes about 2.5 million Joules to boil a kilo of water. So each Kilo of meteorite can vaporize about 5 to 500 kilos of water. So if you want it to rain for months.... well first estimate how much water that would be in Kilos, then you need about 1/5 to 1/500 of that in meteorite mass.
It took a bit to locate, but there it is. Go to the site there, and know that "stratosphere" is the area 15-50 km above the earth. Sources: lpl.arizona.edu/impacteffects/ .
1 I've got no idea what you're talking about in the last part. Most meteorites are big blocks of iron or carbon. There isn't any nuclear anything.
I tried to to the calculation, but splashing turns out to be pretty tricky stuff requiring computer calculations that I'm not going to set up. But any meteorite capable of splashing a significant quantity of water 50 km is going to cause some serious tidal waves, and they'll be pretty dangerous all by themselves.
