A couple of things you could do I've recently had a similar problem and the first thing I had to do was get rid of the things that were attracting flies, namely smelly food. I bring my outdoor cat indoors for feedings and no longer put any food out which helps reduce the number of flies significantly. If the flies are harassing your dog, then you might want to make sure to bathe him more often.
Again, this will help by taking away some of the odors they're attracted to. Beyond that, you can buy Pet-Guard from your veterinarian. It's a fly repellent that you can apply on dogs and it's pretty effective.
Alternatively, you can use something like Skin-So-Soft from Avon. It's supposed to help. There are also a few other products out there you might want to ask your vet about.
Finally, I don't know how well this will work but I've heard this suggestion:...place cat nip and basil in cheese cloth, hang it in the area where dogs are, and it will keep the flies away. That could help, but so could using citronella candles in your yard. Good luck!

There a number of repellants available for dogs. If you go to a horse store, tractor supply store, or feed mill you can buy various treatments designed for horses that also work on dogs. One is a cream called SWAT designed to keep flies away from the ears.
Another is a spray called Bronco. A third is 'ZONK IT!35'. Another thing that works well is insect repellent from "Burt's Bees".

When I took my German Shepherd to the vet for his shots. She noticed that the tips of his ears were oozing and told me that flies like to bite the tips of German Shepherd ears and it leaves them crusty from the dried oozing. She did not have a product in stock to prevent the flies from biting, but suggested that I put a bit of vaseline on the tips of his ears to soften the crusts.
And I said I would and also would put some red pepper (cayenne) mixed in it so that the flies would leave them alone, which did the trick. I had never noticed this before on his ears; only this year. He is nine.
So I hope I didn't miss it all these years. We just moved and this is the first summer in this new location. "Apple Cider Vinegar7/20/2007: Deb from Brooklyn, Wisconsin writes: "I mix ACV with Avon Skin So Soft, Citronella and water to make a fly spray for my horses and mini donkeys.

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
