Anybody know the title to an Anime movie that was on the Disney Channel in the 80s with a Kangaroo rat/arabian setting?

I just remember it being a fantasy with a palace that crumbles into the desert at the end. It was on the Disney Chanel (but not a Disney movie) in the 80s. I'm pretty sure it was an Anime movie because it was very imaginative and the animation style seemed Anime-ish.
