I know the the rules have slightly changed in recent years. Article 18.1.a within the FIFA statutes outlines that any player who has represented their country in an official competition, at whatever level (i.e. Including youth level), would at that time need to have held a passport for the country they later wish to play for in order to be permitted to make the switch.
This meaning a player must have obtained nationality(or dual nationality) by the time they've played u17's(maximum u21's) football with their country. And there's a gentleman's agreement between the home nations that prohibits countries from pouching players from each other. So, with that said, it can still happen providing a player hasn't represented another nation at any level.
So in reality, it would be late bloomers that would be in contention to apply for England.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
