1 No--except possibly for some outdoor eating areas. Why would anyone want a dog in a restaurant? It seems to me that getting licked by a strange dog, or watching them peeing or pooping on a restaurant floor would put some customers off their feed.

2 Not sure if service dogs are allowed in restaurants, but dogs are natural beggars and scavengers, so this is problematic -- in addition to some of the problems MarshallO mentioned. Dogs don't defecate much indoors, but nervous dogs urinate a lot, and most dogs are pretty nervous in places like restaurants. I will feed someone's subtly begging service dog, but this kinda untrains them -- it undoes their training not to beg.

Dogs have little self control, so dogs and restaurants don't mix. Some people are afraid of dogs, too.
