You can sue for anything. If you will win or not is another story.
The car has depreciated since it was purchased and is worth considerably less than was put into it. I doubt you would win any money, especially after paying a lawyer and court costs. You can sue but it is probable that you will not get anything, especially the time, money and effort you put into the lawsuit.
After 21 years, if you have any assets, you should go through a property division just like anyone getting a divorce.
