Deadbeat dad is trying to manipulate you. You're only required to pay child support if there is an existing court order to do so. If you are living separately yet still married, yes you can get child support.
Consult an attorney yourself to learn your rights and don't let deadbeat dad manipulate you. If you can't afford an attorney, check into legal aid. Legal aid information is available at the courthouse (which is the same place you can petition for child support by the way).
