I had a child with someone other than my husaband while still being married. This man is my sons biological dad but has never been there for my son. My husband and I are back together now and we both want to change my sons birth certificate and have my husbands name on it.Is this something that can be done?

If the other man is on the birth certificate then I believe you need his permission to take him off. You should start by calling the town in which the birth certificate came. Also I believe your husband needs to legally adopt your son.
