Can people in wheelchairs go to jail/prison?

I have been wondering this because I have two cousins who have MD and need help with almost everything they do. How could they go to jail? Does anybody know?

The case that I linked involved a parapalegic criminal defendant who sued because the courthouse didn't have an elevator and his case was tried on the second floor. It didn't say if he was convicted (I'm assuming the answer is probably yes) but I would hold it out as evidence that people in wheelchairs can be sent to jail or prison.
