I found a very nice car and the have been to talking to the man for a few days. S neighbor owns the car but he is helping him sell it while his neighbor is on vacation. He has offered for me to come meet him and see the car in person, and says that his neighbor has signed the title already so If I like what I see we can have the title transferred.

Technically, "sale" is the "pink slip" signed by the owner. If the person you're dealing with has that, it looks good. If you wish, you certainly may wait for or insist on speaking to the owner himself, leaving the cash in a secure account and delaying taking possession of the car.It could be a scam, but having the signed-over title says a lot that it isn't.
You might also be able to research the VIN yourself.
It may be just fine but if your gut says it isn't then you probably should go with your gut feeling, especially if the deal seems too good to be true.

At the least take it to a garage and have it safety checked and ask them to verify the VIN matches numbers stamped on the frame and other parts. You pick the garage, not him. There are sites that can provide you with the history of the car based on the VIN, if it's good; I think CarTalk does this, for one.
