The rising comes from the yeast. What the flour contributes is the proteins called "gluten" (yes, that thing more and more are finding themselves allergic to). The gluten forms long strings that hold the dough together as the yeast forms carbon dioxide bubbles within the dough.

Now this gluten could be degraded, such that it is not holding the dough together and the bubbles continue on their way up and out of the dough, leaving the dough as flat as oatmeal would be.

As M20c says, whole wheat flour doesn't have any leavener in it. The rise depends entirely on yeast or baking powder, and it behaves more or less the same. However, the odds are good that some of the oils in the whole wheat flour will have become rancid.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
