They are not the same You probably can make the substitution but they are not the same. Powdered milk is milk solids with the water removed. Whey is the liquid produced from curdled milk and is a by product of cheese making.

That will change not only the taste of the final product, but the rise (because the yeasts eat the sugar) and the browning (you risk over-browning if there is too much sugar in it. ) Nonetheless, you can give it a try, especially if the quantity is small.
You can try leaving out a bit of the sugar to compensate for the sugars in the milk powder, and keep an eye on it to make sure it doesn't brown too fast.
I wouldn't - whey is mostly protein, while powdered milk also contains a lot of other things. I would simply leave out the whey powder. It was probably added to the recipe to increase the amount of protein, and is not crucial to the success of the recipe.
That said, depending on how much whey powder was in there (most recipes I've seen use only a couple tablespoons of whey powder), you may need to slightly decrease the amount of liquid if you take the whey out.
