Dual - 2 Cores, Quad - 4 cores and Octa - 8 Cores. Hence an Octa core processor will be the fastest one and expensive too. The best one depends upon your actual requirement and budget.
For normal day to day use dual and quad cores are good. But if you need high processing power like heavy gaming , HD content editing then go for Octa.
Octa core is the best with no other information, because it signifies that there are more cores. However, intel's dual cores will in many cases outperform amd's octacores in gaming, and intel's 6 core processors will outperform amd's octacores in everything. Intel also does this while using far less power, thereby costing less in the long run, and staying cooler.
Intel's processors cost more, as you might expect.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
