No it does not help in SEO or rankings. Title attribute is there to describe the what the links is all about and in most cases it increases the user experience. For example you might link to Google with anchor text "Google", so your title could be something like "best search engine" etc.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
