This sounds way to much like podcasting if the radio show is available as a podcast you could set it to automatically download to a mp3 player then play the mp3 player through yourt car's stereo. I don't think thats 100% what you were looking for but I think it would work.
Satellite radio will provide a partial solution Some ofthe new satellite radio boxes are able to record some of the program, and store it on the box itself, but it would have to be turned on when recording is needed. This may not be prudent, if you are not IN your car.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
