It depends on what you have and what you want. If you are currently dating someone that you are happy to be with, then you need to tell this guy that you really care about him, but you already have a boyfriend. If you are not dating someone, then think about what are you looking for.

Are you just looking for a temporary boyfriend or a husband? What traits does this guy not have that you are looking for and will they matter in the long run? If you are making this decision based on the vibes you get from being near him, that's not a really fair judgment.

If you used to like him before you got to know him better and saw valid problems in him, then you need to let him know that he is not what you are looking for and you are sorry about the mixed signals. One of the biggest mistakes guys and girls make when they are young is not simply being honest about their feelings. Just think it through and then tell him the truth.

Tell him he has missed his chance and maybe you will be interested again one day. Or you can give him a chance.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
