A few days ago, I called the police because of excessive noise in another apartment. Today I tried to get a copy of the police report. When I called the precinct, the officer told me I could have if it was just a noise complaint but if it turned out to be (and HE gave this example) a "Domestic Dispute", then I'm not entitled to a police report.

Unless it involves the sealed record of a minor, or a matter of homeland security it is your right as a citizen to find out an information as regards any records involving anything in any neighborhood. I would even try contacting another precinct if you can and see if there is any information they would be willing to give if the officers in your precinct are being less than cooperative..
