How can you keep neighbors' outside cats from using your yard as their kitty litter box?

If some how they are getting in try to completely secure your garden so they can no longer get in. This way they do not go to the toilet in your garden. Make sure that you don't have anything to hurt the cat, so when proofing your garden make sure there is nothing sharp that could hurt it.
