Well, if the government wants something done, it is done. When the Three Gorges Dam was built, over a million people were forcibly relocated. The government wanted it, no environmental review, protesters met with police or violence.
If the government doesn't want it done, it doesn't happen. In between there are layers of government. Local governments can usually authorize whatever projects they choose however they choose - unless the national government objects strenuously.
Even here things can be complex - you would have to learn about each individual provincial government, and their changing relationship with the central government. The central government doesn't always get whatever it wants - unless they want it very badly.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
