You need a new flapper If you take a look in the toilet tank...you will see that when you push the handle to flush, a little chain lifts a rubber flap...that opens a hole which lets the water go from the tank to the bowl. When the tank is empty, the little rubber flap flops down, covers the hole and stops the water from leaving the tank. The water starts to refill the tank.As the water level rises, the floating ball also rises and when it gets to a certain level the rod at the other end of the ball clicks off the water valve.
