You can choose your credit or debit card as your payment methods when you send a PayPal payment. Click the Change link when sending a payment. Note: If there is enough money in your PayPal balance to cover the payment, you cannot use your credit or debit card as a payment method for that payment.
If you do not have a PayPal account, you can enter your credit or debit card information during the checkout process to complete the payment. If that isn't the issue, go to your PayPal profile and check to see if your cards are really there. If not, add them.
