You can't. Rome is a one-time locale, and cannot be accessed outside of sequence 14. This is due (A) to the fact that it only appears in one sequence, and (B) because it was not fully created in assassins creed 2.
It was simply a linear path that leads to the end. Not the open-world city that appears in Brotherhood.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
