How does eBay determine application acceptances/rejections?

EBay Partner Network (and each eBay Advertiser) may use different sets of rules to accept affiliates. In some cases, these rules may differ from Commission Junction. This means that we may not be accepting publishers previously accepted – and in other cases, we are now accepting publishers who were not previously accepted.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
