Jesus said "Your sins are forgiven . . ." because being made whole physically is incidental to being made whole spiritually and reconciled to God.
Significant also is the fact that not long after this incident the priesthood was sold to Rome by the High priest when he made the pronouncement at an official Roman trial of record that "We have no king but Caesar." That betrayal was followed some years later with the destruction of the temple and the expulsion of the chosen people from the land of promise. It was important, therefore, that Jesus go on record to establish that he and he alone is the one through whom sins can be forgiven.
