Every time you do a major change to a hair colour, it weakens the hair more and more. It really depends on what kind of condition the hair is in after the first colour change. Quoted from a stylist "If you are talking about getting a full head color and then some highlights they can be done back to back" But she does not recommend this without a week of conditioning treatment befoe going ahead with the highlights.
It really depends on what condition your daughters hair was in when it was color treated the first time. If the hair was in good condition you can usually do the highlights immediately. Ghlighting over at home colored hair is different to getting highlights in natural hair, so it is reccommended that you get it done proffessionally.
If you don't want to pay the high prices for highlights at the hair salon, their is a better option. Try your neighborhood cosmetology school. They process is completed my students and overlooked by a proffessor.At the cosmetology school near my house cap highlights cost approximately $25, and for foil highlights they cost approximately $35.

Well I dye my hair all the time and as long as you don't bleach the same spot multiple times in one day then you should be fine, dye generally doesn't damage your hair as much as people say I would say go for it and if your still worried just dump conditioner on it when your are done rinsing.
