I have a Nikon D40X with a 55-200mm VR AFS lens. Why are my indoor sports pictures blurry? Do I need a different lens?

Depends................ You really won't get a complete answer here without someone there to see the lighting you have, the setup, etc. There are a couple of things that are suspect, though. #1: Lens. The lens that comes with that camera, especially the 55-200, doesn't let a lot of light in.
Combine that with a darker setting (like a high school basketball game) and the camera will need a longer exposure to get enough light for the picture. There are a couple of things that can help this without getting a new lens. Get a tripod for the camera, then practice carefully following the subject and continue the follow-through after you push the button.
This will help capture the subject and the background will be a bit blurry. It takes a bit of practice to get it right. Also, if you are fairly close to the action, invest in a good flash.
The camera mounted flashes won't reach that far. #2: Shutter speed. Though the sports setting does try to give you a higher shutter speed, you are ultimately better off practicing.
Try using Shutter Priority mode until you get the hang of adjusting shutter speeds. You select the shutter speed, and the camera will find an appropriate aperture setting, if there is enough light there for the shutter speed you have selected..
Light, speed, lens There isn't one answer why they are blurry. To capture sports pictures you need a fast speed and/or enough light. If you are shooting with a telephoto, the slowest speed you should use is 1/ the longest length, in your case 1/200.
With the lens extended, this tends to cause some shaking and blur. Try a tripod. Also, you may do better with a lens that has vibration reduction.
This lets you take pictures with less light because it will stabilize the lens shake from your hands. The third option, usually expensive, is to get a faster lens. Zooms tend to range in the f4.5 range +/-.

Depends Presuming the VR is turned on, if it's just the moving objects that are blurry you need a faster shutter speed. Look at the data on your photos and see what you are shooting at. The use the Shutter priority mode to set it faster.
The camera will adjust the aperture setting accordingly. If the whole picture is blurry you have a focusing problem (or a really dirty lens). That could be that the autofocus isn't working for some reason.
Maybe a defective lens or something turned off that should be on.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
