Put the litter box downstairs near where she hides. I think you just have to give her time to get over her bad experiences. She needs that kitty litter near by, so she doesn't develop any bad habits.
She has to get over being given up for a dog! .

No, she doesn't, and anything you do to force her to accept your affection will be misinterpreted at this point. Spend time in the basement with her, whenever you can, even if you are just reading a book or something. Keep her company, and let her get used to her new situation, and you.

So she is not just freaked out about her recent change in circumstance, but she has likely been traumatized, too, by the dog. This will take some time, but my advice doesn't change: be kind, be calm, be welcoming, and be there for her. Keep talking to her, and encouraging her, and spending time with her.
She will come around, though it may take a long time. Treats are nice, too: try Temptations, which are like kitty crack. :) Toys are good, too, like a "da bird" (my personal favorite cat-tested and approved), or soft balls to bat around when you are not looking.

Take the litterbox downstairs, because like cbc6529 said- she could start going outside of the box if she's too afraid to use it upstairs. When you go downstairs to see her, try to get down to her level and talk softly with her. Offer kitty treats, gently try to engage her in play.

Time and patience, you've gotten good information here from almost everyone. I would also recommend going to her room and laying on the floor with some treats, ignore her, no eye contact, that is confrontational, down at her level she will feel more comfortable, let her come to you. Speak softly to her, but let her make the move towards you.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
