You can't get what you want in the way you describe A hard drive has no internal smarts that would allow it to work the way you want. It simply is impossible without something in the middle. Your best bet is to find a cheap used desktop machine and use that as you network server.

Plug your external drive to it. Them make sure it's connected to your router. Set up a very simple home network through the router - one wired connection (the desktop) and the two laptops - and make sure that you have the external drive SHARED with all PCs on the network.

Not difficult. There are more expensive ways to do this (Microsoft Home Server operating system on a big piece of hardware) but this will do the trick at a much lower cost.
