Sure as heck people have jobs and leave their dogs alone for more than 4 hours, so maybe what you're referring to has to do with getting a puppy. It's very difficult to properly housebreak a puppy when someone has a full time job, but if things are planned out correctly, it can still work. People can ask a neighbor, friend or family member to help out by coming by the home every few hours to let the puppy out, and young puppies also should be fed 3-4 times per day.
If someone works near their home, then perhaps they have the opportunity to come home during their lunch hour to feed the pup and let it outside. Again, I agree with you that some people go overboard with their answers about not leaving a dog alone for more than 4 hours, but that is the ideal that most people can't live up too. This is one of the reasons why when someone asks about getting a puppy, most people suggest that getting an older puppy or young adult would be best if they are away at work most of the day.
Older puppies can *hold it* longer and they also have longer attention spans when it comes to basic obedience training. For an example, you would only work on obedience commands for 10 minutes with a very young pup, but you could train an older puppy for a 1/2 hour or more before they started to get bored. Whatever the situation is, millions of people who have full time jobs have raised a puppy properly, but it just might take longer to train that pup than if someone were at home most of the day, such as a stay at home Mom and housewife.
Edit: I would NEVER leave a puppy outside if I wasn't home. Heck, I wouldn't leave an adult dog outside if I wasn't home. With that said, some people do have secure kennels with a lock on the gate, but if the flooring to the kennel isn't cement or patio blocks, a dog can still dig it's way out.
The same would apply to having some sort of cover/roof on a kennel if a dog was capable of climbing or jumping over the top.
We can leave our 8 year old alone for early 8-9 hours! He'll always wait to use the bathroom until we get home, and will usually pass the time with sleeping (it's all he ever does during the day, and most of night besides when we walk him, pet him, etc.), and will NEVER wreck anything. The worst thing he'll do is eat the cat food when nobody's watching.
I can't see how you would have to come home within 4 hours unless its a puppy.... That I can see, but an adult dog? Sure, some are pretty bad and get lonely, but.... 4 hours?!
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
