Boy's testicles usually drop (descend) before a babies|baby boy is born. Before, they are up inside the body. Sometimes one or both fail to drop before birth.
Sometimes they will descend on their own within 6 months after birth but sometimes they require help, as in surgery. The reason that many people think that boys testicles drop during puberty is because they appear to be lower. They don't drop during this time, they just change in their looks.My son had a hydrocele on one of his when he was born.
It's possible your son had this as well. It's a build of fluid that I guess you would say descended before the testicle.So my son had one that looked much larger than the other one. Usually this clears up on its own, but sometimes it requires surgery.
