When in doubt, throw it out, it's not worth the risk. The general rule of thumb is to never let cooked food stay at room temperature longer than 2 hours, (even less time for some raw foods). Since the casserole would have thawed long before the 11 hours were up, it would not be safe to take the chance on eating it.
