It's not really Clinton's doing. Clinton rode the success of the "dot com" bubble for most of his term and it burst during Bush's term. In fact if you want to blame the loss of jobs that occurred during Bush's term, blame it on Clinton since he was the one that signed an agreement with the Chinese on imports/exports of goods to the USA.
That did bring us a lot of cheap items, but at the cost of USA labor and then now look at how everything has turned out. If the government wants to create jobs, it needs to drop some of it's regulations and taxes against businesses. In California, most small businesses are taxed heavily; and having spoken to many of them, they feel that any more taxation on them would just make them want to move their operations out of state.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
