A good pair of ear plugs might restore her sanity at night. During the day, maybe get her an ipod with nice music downloaded onto it, and an earpiece . When the room mate starts opening drawers loudly, she could just pop the ear piece in and listen to the music.
If she doesn't want an ipod, you could get her some ear phones for listening to her television. Or those noise-cancelling headphones that people wear on planes - I believe they are excellent. If she used something like that, it would remove the nuisance of the room-mate's noise without your friend having to confront her and then have a bad relationship with the room mate.
They say that good fences makes good neighbors - in this case, good headphones make good room mates!
Maybe just a frank discussion with the noisy person asking them to go easy on the noise level during the night. Or maybe she should get a gentlemen friend to pretend to sneak in at night and she could tell the roommate that her noise is interrupting there intimate time together.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
